Palau's marine-themed commemorative program, running since the mid-1990s, became one of the more commercially successful Pacific island coin series of its era — not because Palau had any particular minting tradition, but because the country's licensing arrangements with European distributors made these pieces a staple of the collector novelty market. The "Baroque" issue sits within that same commercial pipeline, produced for the global thematic coin trade rather than domestic circulation.

Palau has no mint of its own. Production of this series was handled by contracted European facilities, most commonly in Germany or Poland.
