Jamaica issued this piece to mark the 500th anniversary lead-up commemorations of Columbus's 1492 landfall, part of a broader Caribbean wave of quincentenary coinage that would peak in 1992. The Bank of Jamaica had by 1990 largely abandoned copper-nickel for its circulating coinage in favor of smaller aluminum-bronze pieces, making this a purpose-struck commemorative with no circulation role whatsoever.
