The 2002 Platinum Eagle quarter-ounce and fractional series carried the third installment of the "Vistas of Liberty" program, in which the Mint cycled through regional American landscapes on an annual basis. The Northwest design was paired exclusively with the fractional denominations that year — the one-ounce coin ran its own separate thematic program beginning in 2002 focused on the foundations of American democracy. That split created two entirely distinct collector tracks within a single year's platinum output, a complication that caught many date-set collectors off guard.
Platinum Eagles were authorized by the American Platinum Eagle Act of 1996. The $10 denomination has consistently posted the lowest mintage figures within each year's fractional offerings.
