Andorra's early 1990s collector coinage was issued under the nominal authority of the Co-Princes — the Bishop of Urgell and the President of France — but administered by the Govern d'Andorra as the principality scrambled to establish credible monetary infrastructure ahead of formal currency agreements with the EU. Joan Martí i Alanis served as Bishop of Urgell from 1971 to 2003, making him the longest-tenured Co-Prince of the modern era. His name appears on an extensive run of Andorran issues across this period.

The brown bear had been functionally extinct in the Pyrenees by the early 1990s, with the last native Cantabrian-Pyrenean individuals reduced to a handful. A reintroduction program using Slovenian bears began in 1996.
