Thomas De La Rue printed this series during a period when Libya remained under UN sanctions — imposed after Lockerbie — that were only formally lifted in September 2003. The notes were prepared and issued while Gaddafi's government was still navigating the drawn-out compensation negotiations with victims' families, making this a transitional issue in every practical sense.

De La Rue's contract work for Tripoli during this period is a minor footnote in the broader story of how sanctioned states maintained functioning currency infrastructure through intermediaries operating from neutral jurisdictions.
