Libya's 1989 series was produced under the Gaddafi government during a period when the country remained under escalating Western sanctions following the 1986 U.S. airstrikes. That the regime continued contracting Thomas De La Rue — a British firm — for banknote production into the late 1980s reflects the patchwork nature of those sanctions, which targeted Libyan state assets and oil revenues but left room for commercial printing contracts.

The watermark security on P#56 is modest by De La Rue's own standards for the period. Counterfeiting pressure on Libyan currency was not the primary concern driving security choices here — import restrictions on printing equipment within Libya itself made domestic production impractical.
