Tunisia's 1969 10 Dinar note was printed by the Banque de France — an arrangement common among Francophone African states in the years following independence, when domestic printing infrastructure simply didn't exist. The Banque Centrale de Tunisie had only been established in 1958, replacing the colonial-era Institut d'Émission, and the relationship with Paris for currency production continued well into the following decade.
The watermark is the sole listed security feature, which reflects the relatively modest anti-counterfeiting expectations of the period for a denomination of this size in the Tunisian market.
