This note was issued not by a bank or government treasury but by a self-managing interest community — a "samoupravna interesna zajednica" — the distinctly Yugoslav institutional form through which workers collectively administered their own pension and disability insurance under the 1974 constitution's framework of associated labor. The Zagreb regional office had authority to issue these small-denomination internal payment documents, which functioned more as vouchers within the social insurance system than as circulating currency in any conventional sense.
The issuer's full name alone tells the story: this is Yugoslav self-management ideology rendered into paper form.
