Vietnam issued this piece in 1989 as part of a broader wave of commemorative coinage produced almost entirely for the export collector market — hard currency the government badly needed as the country was still navigating the early, turbulent years of Đổi Mới economic reform. Domestic circulation was never the point. Most examples were sold through state-run Vietcombank outlets and foreign numismatic distributors.
The tournament itself was held across twelve Italian cities, with West Germany defeating Argentina 1–0 in Rome — the last World Cup won by a divided Germany before reunification three months later.
