Obverse description The national coat of arms of the Socialist Republic of Vietnam occupies the central field, depicting a golden star above a cogwheel and rice sheaves, with a ribbon bearing the legend VIỆT NAM at the base. The circular legend CỘNG HÒA XÃ HỘI CHỦ NGHĨA VIỆT NAM arcs around the upper periphery. The denomination 10 · ĐỒNG is inscribed along the lower portion of the coin, flanking the arms on either side.

Vietnam issued this piece in 1989 as part of a broader wave of commemorative coinage produced almost entirely for the export collector market — hard currency the government badly needed as the country was still navigating the early, turbulent years of Đổi Mới economic reform. Domestic circulation was never the point. Most examples were sold through state-run Vietcombank outlets and foreign numismatic distributors.

The tournament itself was held across twelve Italian cities, with West Germany defeating Argentina 1–0 in Rome — the last World Cup won by a divided Germany before reunification three months later.
