North Korea's Foreign Trade Bank issued a dedicated series of low-denomination notes specifically for foreign visitors and diplomats — a parallel currency system that kept hard currency segregated from the domestic won economy. These "tourist won" notes were valid only in designated shops and hotels, effectively functioning as internal vouchers rather than true banknotes. The 2002–2003 dating corresponds to the Arirang Mass Games period, when Pyongyang was actively courting foreign attendance and needed small-denomination scrip for visitor use.

The P#25 series is known in several suffix variants reflecting different authorization periods. This .A3 example is among the later printings within that window.
