Officers' Open Mess scrip was issued at American military facilities to restrict spending to on-base establishments, a system that gained particular importance in Iran under the Status of Forces Agreement — the same agreement whose renegotiation became a flashpoint in Iranian domestic politics throughout the 1960s and 1970s. The Teheran mess operated under MAAG (Military Assistance Advisory Group) administration, part of the extensive U.S. military presence supporting the Shah's armed forces modernization program.
Scrip of this type was periodically invalidated and replaced with new color series to prevent accumulation by local nationals — grey identifies this as one specific issue within what was likely a rotating sequence.
