Officers' Open Mess scrip was issued at American military facilities to restrict spending to on-base establishments, a system that gained particular importance in Iran under the Status of Forces Agreement — the same agreement whose renegotiation became a flashpoint in Iranian domestic politics throughout the 1960s and 1970s.
