Fractional Currency was a direct response to the hoarding crisis of the early Civil War years, when citizens stripped coins from circulation almost overnight after the suspension of specie payments in late 1862. The third series, authorized under the Act of March 3, 1863, introduced several refinements over its predecessors — most notably a change in paper specification and the addition of a Treasury seal, measures intended to curb the rampant counterfeiting that had plagued the earlier issues.
The third series 10-cent notes exist in multiple varieties distinguished by seal color and the presence or absence of surcharges on the reverse — differences that matter considerably to specialists and are easily overlooked.
