The Bank of Taiwan resumed note issuance in 1949–50 following the Nationalist government's retreat from the mainland, and this 10-cent note belongs to a fractional series that was essentially stopgap coinage — metal was scarce and the new Taiwan Dollar needed supporting denominations fast. Printed locally rather than contracted abroad, the quality reflects the limited resources available to the island's printing infrastructure at the time.

These small-denomination notes circulated heavily and were discarded once coin production caught up, which accounts for the near-total absence of high-grade survivors.
