Belgian Congo's copper-nickel coinage of this period was administered under the Colonial Charter of 1908, which transferred control of the territory from Leopold II's private Association Internationale du Congo to the Belgian state — a direct consequence of international outrage over the atrocities documented by Edmund Morel and Roger Casement. The new colonial administration needed a functioning monetary system distinct from Belgium's domestic coinage, hence a purpose-struck series bearing Albert I's name rather than his effigy.

The KM#18 type spans nearly two decades of production, with LA#BCM-7 and BCM-8 distinguishing between the two primary die varieties in the series.
