The Banco Nacional of Argentina — not to be confused with the later Banco Nacional founded in 1872, which issued this note — operated under chronic capital pressure from the outset. The 10 Centavos Fuertes denomination is among the smallest fractional values in the series, issued at a moment when small-change scarcity in Buenos Aires was severe enough that private banks were expected to fill the gap left by inadequate coin supply.
ABNC handled the full series. The "Fuertes" designation distinguished these notes from the depreciating paper peso corriente, asserting a harder monetary standard that the bank struggled to actually maintain.
