Banco Nacional Ultramarino's 10 Centavos of 1914 belongs to a fractional emergency issue prompted by a severe shortage of metallic coinage in Portuguese colonial territories during the early war years. Small-denomination coins had effectively vanished from circulation — hoarded, exported, or simply worn out of service — and paper substitutes at these tiny values were an unusual and somewhat desperate administrative measure.

Bradbury Wilkinson's involvement is worth noting: the firm handled a substantial portion of Portugal's overseas currency printing during this period, and their intaglio work on low-value notes of this type was technically disproportionate to the denomination's purchasing power.
