The Fukien Custom-House Mint operated under the direct authority of the Imperial Maritime Customs Service, making it administratively distinct from the provincial mints that struck the bulk of China's cash coinage during this period. Its output was tied to trade revenue infrastructure rather than provincial fiscal needs — an unusual arrangement that kept production volumes low and distribution narrow. The Custom-House issues consequently turn up far less frequently than their Fujian provincial counterparts, despite overlapping years of production.
