Issued to mark the centenary of Thailand's Secretariat of the Cabinet, established in 1904 under Rama V as part of his sweeping administrative modernization program. The commemorative mandate fell under Rama IX — Bhumibol Adulyadej — who by 2004 had reigned for 58 years, making him the longest-serving monarch then on any throne. The bimetallic format had been standard for Thai circulating 10 baht pieces since 1988, a deliberate choice to deter counterfeiting of the high-denomination coin.
