Abkhazia's de facto independence from Georgia — unrecognized by most of the world following the 1992–1993 war and again contested in 2008 — created an unusual monetary situation in which the territory issues collector coins with no practical circulation function. The apsar exists purely as a numismatic instrument, struck under the authority of an institution whose international standing remains disputed. The Bank of Abkhazia has relied on foreign mints for production, as the territory has no minting infrastructure of its own.
