Somalia had no functioning central government in 1999 — the state had collapsed in 1991 and would not see a transitional authority until 2000. These Olympic issues were licensed through private minting arrangements that exploited Somalia's nominal sovereignty, with the actual production contracted to foreign mints entirely unconnected to Mogadishu. The country issued dozens of such collector pieces through the late 1990s, few of which ever circulated or were even recognized domestically.

The Sydney Games themselves opened in September 2000, meaning this piece was struck a full year before the event it commemorates.
