Chinese county-level grain bureaus issued ration coupons like this one well into the reform era, even as urban markets were being liberalized. Sichuan province maintained its own parallel rationing infrastructure longer than many coastal regions, partly because rural grain procurement quotas remained politically sensitive through the late 1980s. A 10,000-gram coarse grain denomination is a bulk-use coupon — intended for institutional purchasers, work units, or collective canteens rather than individual household redemption.
China's national grain rationing system was formally abolished in 1993. This coupon predates that by three years, placing it in the awkward transitional window when market prices and ration prices coexisted.
