The signature of Alassane Ouattara on the 1992 date appears in his capacity as BCEAO Governor — a post he held while simultaneously serving as Prime Minister of Côte d'Ivoire, an overlap that reflects the unusual dual role senior BCEAO officials sometimes occupied within member-state governments. He left both positions in late 1993, which is why his name disappears after the first year of this series.
