The BCEAO's 10 000 franc note was the highest denomination in regular circulation across the eight-member West African Economic and Monetary Union during this period, covering a vast and economically heterogeneous zone from Senegal to Togo. The rotating national signatories on the left — representing the local central bank directors of member states — explain the unusually long signature list for a single Pick number. Abdoulaye Fadiga served as BCEAO Governor throughout most of this run, providing continuity across nearly a dozen signature combinations.

Alassane Ouattara's appearance as co-signatory in the final issues reflects his 1990 appointment as BCEAO Governor before his transition to Ivorian Prime Minister — a career pivot that would define West African politics for decades.
