Bosnia and Herzegovina declared independence in March 1992, and by the time this coin was struck the country was in the middle of a siege of Sarajevo that would become the longest siege of a capital city in modern warfare. The choice of pairs figure skating as the subject is a direct reference to the 1984 Winter Olympics held in Sarajevo — the single moment of international prestige the city had enjoyed before the war consumed it.

Issuing gold coinage in 1993 was as much a political act as a numismatic one. The National Bank was asserting institutional legitimacy for a state that was still fighting for its survival.
