La Rioja's provincial australes were issued under the authority granted to Argentine provinces during the federal government's repeated failures to supply adequate currency in the late 1980s. The national Austral itself had only been introduced in 1985 as a stabilization measure — replacing the Peso Argentino at 1,000 to one — yet within months the hyperinflationary spiral was already undermining it. Provincial notes like this one filled a genuine transactional void rather than serving any symbolic function.

Casa de Moneda printed these under contract, which is worth noting: provincial scrip produced by the national mint occupies an awkward legal category, officially tolerated but never formally integrated into the national monetary framework.
