Monschau is a small town in the Eifel region near the Belgian border, and its district administration was among hundreds of German local authorities forced into emergency currency production during the hyperinflation peak of late 1923. By the time denominations reached eight figures, the Reichsbank could no longer supply adequate currency fast enough, and Kreise like Monschau filled the gap with locally authorized Notgeld — often printed on whatever stock was available.

The official stamp serves as the primary authentication device, a telling sign of how stripped-down the validation process had become when a rubber impression was considered sufficient security.
