The Kiangnan Mint was established in 1897 in Shanghai, consolidating machinery from two older provincial facilities under a single modernized operation. These early dragon dollars of 1898–1899 predate the later HAH and CH mintmaster initials that collectors use to subdivide the series — the absence of those marks is precisely what defines this variant. The Guangxu-era provincial dollar program was itself a political compromise, Beijing having repeatedly failed to impose a unified national coinage on the provinces throughout the 1890s.
