The Bank of China was established in February 1912 as a successor to the Qing dynasty's Ta-Ching Government Bank, and this 1913 issue came during a period when the new Republican government was scrambling to establish financial credibility. The American Bank Note Company contract was part of a deliberate strategy — foreign-printed notes carried an implicit guarantee of quality that domestic printing houses simply could not offer to a skeptical public.
