This note was issued during a period of severe wartime resource pressure, and the paper quality reflects it — the Imperial Government Printing Bureau was already contending with material shortages that would worsen considerably by 1944–45. The 1943 series represented a deliberate simplification of earlier Bank of Japan issues, part of a broader effort to reduce production costs while maintaining nominal confidence in the currency at home.

Inflation was already eroding real purchasing power well before Japan's surrender, and low-denomination notes like this circulated heavily. High-grade survivors are correspondingly uncommon.
