Issued to commemorate the Arirang Festival, the mass gymnastics and artistic performance event that North Korea began staging in 2002 as a large-scale political spectacle organized under direct state direction. The festival's inaugural year coincided with the 90th anniversary of Kim Il-sung's birth, which determined the timing of this issue entirely.
