The shield is surmounted by the papal tiara and crossed keys of Saint Peter, flanked by elaborate foliate mantling. Alexander VII — born Fabio Chigi — was elected pope in April 1655 after a conclave that lasted eighty days, one of the longest of the seventeenth century. His reign coincided with the final years of meaningful papal temporal influence over Italian political affairs, and his coinage reflects a deliberate program of dynastic self-assertion through numismatic imagery.
The motto NEC CITRA NEC VLTRA — neither falling short nor exceeding — was a personal device Chigi had used long before his elevation, first appearing in his heraldic program as a cardinal-diplomat. Its presence on the testone marks an unusual case of a pope importing pre-pontifical personal iconography directly onto state coinage.
