The tenge was introduced on November 15, 1993, replacing the Soviet ruble at a rate of 1 tenge to 500 rubles — a direct consequence of Russia's decision to exclude Kazakhstan from the new ruble zone earlier that year. Kazakhstan had little choice but to accelerate its own currency plans. The 1992-dated coins were produced in anticipation of the launch but held in reserve; by the time they entered circulation, the ruble had already collapsed so severely that even the smallest denomination represented meaningful purchasing power relative to what it replaced.
