The Hunan Fu-Nan Monetary Bureau was one of several provincial monetary institutions that emerged in the late Qing period as Beijing's grip on regional finance loosened. The tael-weight standard it used was a deliberate rejection of the yuan-based system the central government was pushing toward, and Hunan's insistence on maintaining traditional tael denominations put it at odds with reformers who saw metrification as essential to modernizing Chinese currency. This particular bureau had a short operational window, which accounts for the relative scarcity of its output.
