Albert and Isabella received the Spanish Netherlands as a sovereign gift from Philip II in 1598, a transfer designed to make their rule appear independent while keeping the territories firmly within Habsburg strategic orbit. Tournai, deep in the contested southern provinces, continued minting under the new regime almost immediately. The stoter was a regional Flemish denomination with roots stretching back through Burgundian coinage, and its revival here reflects the archdukes' deliberate policy of issuing familiar local types to shore up legitimacy in restive territories still scarred by decades of revolt.
