Somalia's 1976 shilling was issued as part of the FAO coin program, a United Nations initiative that ran from the late 1960s through the 1980s encouraging member nations to mint coins promoting food production and agricultural development. Somalia under Siad Barre's Scientific Socialist government was at that point still receiving substantial foreign aid and maintaining reasonable diplomatic relationships before the catastrophic Ogaden War with Ethiopia — which began the following year — unraveled the country's finances and effectively ended any coherent monetary policy for a generation.
