Obverse description Black intaglio-style vignette of a cargo vessel moored at an industrial port occupies the left and centre of the coupon. To the right, the denomination 壹市两 is printed in purple within an ornate gold floral guilloche rosette. Denomination numerals 0.1 appear at upper left and right in purple, with a decorative purple geometric border band along the lower edge containing the year 1980.

Reverse description Plain white ground enclosed by a purple ornamental frame with floral corner pieces and circular medallions bearing the value 0.1 at left and right. The interior panel carries a red diagonal-line underprint background, with two-clause usage instructions in purple Chinese characters under the heading 使用说明. Chinese provincial food grain coupons (粮票) were not currency but state rationing instruments, issued under the planned economy to control distribution of staple grains. Liaoning Province's Bureau issued its own series distinct from the national-level tickets administered by the Ministry of Grain — the two systems ran in parallel but were not interchangeable, which meant a Liaoning coupon was useless outside the province.

By 1980 the rationing apparatus was already showing strain as Deng Xiaoping's reforms began dismantling the command economy from the edges. The grain coupon system was formally abolished nationwide in 1993.
