Chinese provincial food grain coupons (粮票) were not currency but state rationing instruments, issued under the planned economy to control distribution of staple grains. Liaoning Province's Bureau issued its own series distinct from the national-level tickets administered by the Ministry of Grain — the two systems ran in parallel but were not interchangeable, which meant a Liaoning coupon was useless outside the province.
By 1980 the rationing apparatus was already showing strain as Deng Xiaoping's reforms began dismantling the command economy from the edges. The grain coupon system was formally abolished nationwide in 1993.
