Indonesia's Ministry of Finance — rather than Bank Indonesia — issued this note directly, a distinction that mattered politically in 1961. Sukarno's government was navigating acute coin shortages throughout the early 1960s, and small-denomination paper issues like this one were the practical stopgap.
