Indonesia's Ministry of Finance — rather than Bank Indonesia — issued this note directly, a distinction that mattered politically in 1961. Sukarno's government was navigating acute coin shortages throughout the early 1960s, and small-denomination paper issues like this one were the practical stopgap. The Ministry of Finance series bypassed the central bank entirely, reflecting the degree to which monetary policy had become an instrument of the executive rather than an independent institution.
P#79A is notoriously prone to heavy wear; the format invited folding and pocket use, and surviving uncirculated examples are genuinely uncommon.
