The 1 Rupee note occupies an odd position in Indian currency — technically a government instrument rather than a Reserve Bank of India note, which is why it bears the Finance Secretary's signature rather than the RBI Governor's. This distinction has held since 1949 and makes the 1 Rupee the only paper denomination that never legally qualified as an RBI liability.

The series was discontinued in 1994 and revived in 2015 after a gap of over two decades, largely to address coin shortages in rural and semi-urban markets where 1 Rupee coins were routinely being hoarded or lost from circulation.
