This note belongs to a category of Soviet-era institutional scrip that flourished briefly during the NEP transition of 1921–22, when chronic cash shortages pushed factories, universities, and state enterprises to issue their own token currencies for internal use. The Technological Institute in Kharkov — then capital of Soviet Ukraine — was a major technical education center, and its economic department apparently operated with enough autonomy to authorize and distribute its own rouble-denominated vouchers among staff or student bodies.
