The Chaikovskiy Government — formally the Provisional Government of the Northern Region, based in Arkhangelsk — issued this note during the Allied intervention period, when British and American troops were actively present in northern Russia supporting anti-Bolshevik forces. Nikolai Chaikovskiy, a veteran Socialist Revolutionary, headed the administration, though real authority increasingly rested with Allied officers rather than his cabinet.
The perforation security feature on this note is the detail worth understanding: it was applied to distinguish notes validated for circulation from unissued stock, a common expedient when printing infrastructure was unreliable and counterfeiting risk was acute. The government collapsed in 1920 following Allied withdrawal, and most circulating notes were quickly rendered worthless.
