Scrip prevented inmates from accumulating transferable cash, tying whatever meagre earnings they received entirely to the issuing camp's infrastructure. 1937 is a significant year to find this note. The Great Terror was accelerating mass arrests and forced-labour population surges simultaneously, placing enormous administrative pressure on Gulag financial systems that had only been formally standardised under NKVD jurisdiction in 1934. Surviving examples are rare — attrition through deliberate destruction, loss in appalling conditions, and the simple fact that no one was preserving these.
