Camp scrip issued under NKVD authority, this rouble belongs to the internal currency system used across the Gulag's Northern Camps network — a mechanism that gave administrators control over prisoner purchasing power within camp canteens and cooperatives. Scrip prevented inmates from accumulating transferable cash, tying whatever meagre earnings they received entirely to the issuing camp's infrastructure.

1937 is a significant year to find this note. The Great Terror was accelerating mass arrests and forced-labour population surges simultaneously, placing enormous administrative pressure on Gulag financial systems that had only been formally standardised under NKVD jurisdiction in 1934.

Surviving examples are rare — attrition through deliberate destruction, loss in appalling conditions, and the simple fact that no one was preserving these.
