The State Bank series of the 1880s and early 1890s was produced entirely within Russia — the State Printing Works in St. Petersburg had by this period developed sufficient intaglio capability to end the Empire's earlier reliance on foreign printers such as De La Rue. This note sits in that transitional consolidation of domestic production.

The 1 Rouble denomination was the workhorse of daily exchange and suffered accordingly. Surviving examples from this run that show light use are genuinely uncommon — the combination of heavy handling, low face value, and limited collector interest at the time meant attrition rates were high.
