| 表面の説明 | The state coat of arms of the Soviet Union is depicted centrally, featuring a hammer and sickle superimposed on a globe, surrounded by wheat sheaves bound with a ribbon, surmounted by a five-pointed star. The abbreviation СССР (USSR) appears in large Cyrillic letters flanking the arms to the left and right. Below the arms, the denomination numeral 1 is prominently struck, with the legend РУБЛЬ (Rouble) inscribed beneath it, and the date 1985 positioned in the lower exergue. |

The 12th World Festival of Youth and Students was held in Moscow in 1985, drawing some 26,000 participants from 157 countries — the largest such event since the 1957 Moscow festival that had itself been a Cold War soft-power exercise. The Soviet state treated these festivals as major propaganda infrastructure, and commemorative coinage was standard issue for the occasion.
The Y#199.1 and Y#199.2 variants differ in the style of the reverse lettering, a die modification made during the extended striking period that stretched well past the festival itself.
