The 12th World Festival of Youth and Students was held in Moscow in 1985, drawing some 26,000 participants from 157 countries — the largest such event since the 1957 Moscow festival that had itself been a Cold War soft-power exercise. The Soviet state treated these festivals as major propaganda infrastructure, and commemorative coinage was standard issue for the occasion.

The Y#199.1 and Y#199.2 variants differ in the style of the reverse lettering, a die modification made during the extended striking period that stretched well past the festival itself.
