Fath Ali Shah's coinage was reorganized multiple times during his reign, and the "Type C" designation reflects one of several attempts to stabilize a silver currency undermined by chronic debasement and regional mint inconsistency. The Qazvin mint, operating under provincial oversight, was one of the more active secondary mints of the period — Qazvin had served as a Safavid capital and retained administrative infrastructure that kept its mint functional well into the Qajar period.
The years bracketing this issue overlap directly with the Russo-Persian War of 1804–1813, which ended with the Treaty of Gulistan and the cession of significant Caucasian territories. Wartime fiscal pressure on the Qajar treasury was considerable.
