Oman's paper rial series of this period reflected the Sultanate's deliberate conservatism in currency design — the Central Bank moved slowly on security upgrades while Gulf neighbours were adopting foil strips and colour-shifting inks. This note relied on a watermark alone, which by the early 1990s was already considered minimal protection for a denomination of this value.

De La Rue's production for Oman during these years was consistent and clean. Paper quality on circulated examples tends to hold well — the cotton substrate resists the humidity and dust of Gulf circulation better than many regional issues of the same decade.
